		<description><![CDATA[I disagree.  Mayor Parker has not been facing these issues head-on.  She has SAID she is doing to, but people behind the scenes know that she is all talk and very little action.  There were three strong, experienced people who urged her from day one of her term (remember, that was almost 18 months ago) to take action.  Each of those three people has been driven out of the Parker Administration because they kept speaking up, harassing, warning the Mayor that she was doing too little and too slowly: the finance head, the agenda director, the chair of the budget committee.  All gone, replaced with toadies.  Only now that a crisis is upon us and a statutory balanced budget has to be met has the Mayor actually put forth some very limited spending cuts.]]></description>
